Overall purpose of the role 



Barclays’ HR purpose is making Barclays a great place to work. The HR Target Operating Model (TOM) Team contributes to this by defining the organisation and operation of the HR function, with the goal of delivering results and value to all stakeholders.

This role is responsible and accountable for the HR Target Operating Model transformation programme with ownership of specific programme workstreams.

You will need to have strong collaborations with leaders and colleagues from HR and the broader business, in a fast paced and dynamic environment.


There are two core objectives: 


The first is you would be working with senior stakeholders across the function to implement the high level operating model design. Then working through the operational implications of that; managing people through change, etc.


The second is there is a tool they are planning to pilot with a view to rollout.

So experience in workforce planning or a Workforce Planning tool, and financial analysis, would be helpful 


Key Accountabilities: 



The role holder will need to adapt to provide the support required for each programme of work, but accountabilities include:

  • Lead the team in their engagement with HR stakeholders to deliver the HR Target Operating Model (TOM)  

  • Support the HR TOM Programme Director, taking ownership for specific programme and project outputs to ensure they deliver in-line with the desired design 

  • Oversee and implement changes to approaches, methods, products and processes to enhance colleague experiences and support our cultural ambitions, with particular focus on changing system blockers.

  • Ownership of elements of the programme budget and leadership within the HR TOM team to deliver work packages which meet strategic objectives and managing risks associated with it 

  • Combining Change Management, Design & Systems Thinking abilities to solve complex problems. 

  • Leading interventions and working with key stakeholders  to enable  the delivery of workstreams from initiation to closure, handover to BAU and benefits realisation / measurement, taking ownership of aspects of the delivery plan

  • A deep knowledge of project governance structures, proactively resolve, or escalate risks and issues in line with established Barclays standards

  • Own stakeholder management of key stakeholders to enable successful implementation and adoption of new ways of working

  • Facilitate negotiation/mediation between different stakeholders to aid decision making process

Key Skills: 

  • Experience in design and delivery of an Operating Model Transformation.

  • Able to translate operating model design into a detailed organisation design, from a WFP perspective 

  • Experience of working at a senior level in a complex environment, managing multiple workstreams with a range of stakeholders  

  • Demonstrable experience in more than one HR transformation discipline e.g. operating model, organisation design and development, workforce planning and analytics, process redesign, operational excellence, change management and communications, HR technology and digital transformation, agile ways of working etc

  • Demonstrable deep understanding of end-to-end transformation methodologies and approaches

  • evidence of working at executive committee level



Essential Skills/Basic Qualifications:

  • Ability to drive execution of the HR change agenda

  • Defining the approach and leading on engagement at all levels of the organisation, and experience of working with and influencing senior stakeholders 

  • Evidence of handling highly complex organisational matters and difficult situations with diplomacy and tact


Desirable skills/Preferred Qualifications:

  • CIPD qualified

  • A consulting background or experience in doing short term assignments would be beneficial as this role will be fast moving so the ability to pick up quickly will help 

  • Experience in Workforce Planning or a workforce planning tool would be helpful 

  • Executive level stakeholder management experience 

  • Experience in designing and implementing journey-led colleague experiences

  • Strong academic background, educated to degree level or equivalent.

  • Strong ability to provide thought leadership through bringing together insight and analysis including external knowledge.

  • Business process measurement and refinement – planning, documentation, and facilitation of design sessions and an understanding of measuring process maturity.  

  • Proven experience of HR process review and redesign, ideally in a global context

  • Org Design Innovation: experience of leading innovation practices and process, using industry recognised tools such as Org Vue
