Overall purpose of the role
The role is integral for the delivery of the Conduct Risk Management Framework within the Compliance Function, and has responsibility for ensuring adherence to the Barclays Control Framework and associated Policies and Standards, and for the Conduct Risk Policies including the underlying Standards and Controls aligned to them.
The Conduct Framework & Policies Team is responsible for the Compliance Risk Management Framework, and the suite of Conduct Risk Policies and Standards (namely, the Customer Protection Policy and four underlying Standards, the Market Integrity Policy and eight underlying Standards, and the Financial Crime Policy and 12 underlying Standards). This includes the associated key indicators, control environment characteristics, controls, and dashboard reporting.
Key Accountabilities:
Maintenance of the Policies, Standards (and articulation of the H-Global and H-Local Controls) underpinning the Conduct Principle Risk (excluding Product Design and Review (L2) which is owned by Operational Risk); and
Primary point of contact for Compliance stakeholders requiring advice and guidance on the implementation of Barclays Conduct Risk Policies and Standards; and
Liaison with key stakeholders (for example; Chief Controls Office) in the management of the CRMF in line with the ERMF and BCF.
Primary day to day relationship contact for the Policies and Standards across the Compliance Function
Frequent and in-depth interaction with senior leaders across internal control functions, business stakeholders and accountable executives at all levels of seniority.
Partner with the Chief Controls Office and Operational Risk to drive efficient and effective implementation of the framework in line with the ERMF and BCF
Deliver articulate and suitable updates to senior stakeholders, in written and verbal form, with respect to Policies and Standards delivery status, issues and risks
Facilitates cross-function coordination and remediation of issues, actions and planned deliverables with respect to the Conduct Policies and Standards.
Key Skills:
Knowledge of Conduct regulatory environment and risk management frameworks and control requirements
Understanding of US/UK/EU/other jurisdictional laws, regulations, regulations, and industry best practice
Experience of drafting Policies and/or Procedures
Approachable, straightforward, resilient, persuasive – strong negotiation and influencing skills
Strong leadership skills – ability to encourage, engage and empower
Proven track record of stakeholder management skills
Strong organisational, planning and problem-solving skills, ability to multi-task and demonstrate flexible thinking
Ability to distil complex issues to clear and concise briefings for senior management
Understand materiality of issues and their potential reputational and regulatory impact and clear understanding of when to escalate and to what level
Excellent written and verbal communication skills
Experience of working within a highly regulated environment along with a sound understanding of the current environment and key issues within financial services.
Experience in managing conduct risk compliance, and in particular, working with Policy frameworks.
