About Capital and Leverage Management (CaLM) 


Capital and Leverage Management (CaLM) manages compliance with prudential capital requirements, and provides insight into and management of capital risk for our businesses and legal entities.

Capital and Leverage Management (CaLM) within Group Treasury is accountable for:
Capital planning for MTP, IST, RST and Regulatory stress testing 
Capital Outlook and management reporting
Capital adequacy assessment 
Capital allocations and target setting and management of Early Warning Indicators 
Management Actions
Structured FX and Pensions  Risk
Delivery of ICAAP documents for Group and other significant Legal Entities 


Regulatory Engagement 


The team works closely across Group and legal entity business and functional areas to deliver an integrated and effective capital and leverage management framework.


Overall purpose of role


Process Oversight & Control Center of Excellence (CoE) is part of Treasury CaLM organization and is responsible for providing various value-added services pertaining to CCO, CDO and BIA related activities to CaLM Process & Innovation, Capital Assessment, Structural Positions and ICAAP CoEs. Additionally, Process Oversight & Control CoE works with Heads of Group, BI and BUK CaLM providing support for various strategy and planning related initiatives required to ensure operating efficiency and service level effectiveness.    

 

The role is critical to the Capital Transaction Cycle by discharging regulatory requirements in relation to Oversight & Controls activities for all Capital CoEs, BCBS239 and Enterprise Risk Management, and leads the development of a control culture across all Capital CoEs as outlined in the key accountability section.

 

This includes promote best practices and maintaining governance and control standards across CaLM and its key processes; the development and establishment of governance frameworks, change control processes, development of policies and documentation standards (e.g., production calendars), control improvement and remediation work (i.e., audits, self assessments, EUDA remediation, BCBS239), operation of controls in line with the Enterprise Risk Management Framework, and other attestation processes. In addition, it includes coordination of Operational Risk Self-Assessments for CaLM processes.


Key Accountabilities


The individual in this role will manage Process Oversight and Controls related deliverables. 


Key accountabilities related to Process Oversight and Controls include:


Establish best practices and framework for all CaLM CoEs to follow and operate.
Development of CaLM production calendar to enable forward looking capacity planning across all CaLM CoEs to create operational efficiency.
Support Oversight and Control CoE to strengthen controls culture across CaLM CoEs and help create operating efficiency for their critical processes to ensure all processes are operated within relevant policy & control standards.
Leading on engagement model with external stakeholders (BIA, CCOs, CDOs…) to ensure all requirements and timelines are captured and communicated effectively to all CaLM CoEs and Entity Heads
Collaborate with CaLM CoEs to implement best practices to elevate common understanding of front-to-back operating environment and controls.
Facilitate and coordinate with 2nd and 3rd Line of defence functions for all CaLM CoEs to operate in compliance with both internal and external banking regulations and risk environment.


Stakeholder Management and Leadership 


This role require regular interaction with senior stakeholders to proactively manage the Oversight and  Controls delivery activities. Additionally, this role will need to facilitate senior management meetings and assertively present topics pertaining to Process Oversight and Control related delivery commitments.


Decision-making and Problem Solving 


This is a leadership role and is expected to oversight and controls deliverables and facilitate various Process Oversight and Controls related workstreams working at all levels of the organization.

Risk and Control Objective
Ensure that all activities and duties are carried out in full compliance with regulatory requirements, Enterprise Wide Risk Management Framework and internal Barclays Policies and Policy Standards

 

Person Specification


Basic Qualifications/Skills:


Bachelors Degree (BA/BS)
Direct experience relevant to the role in managing and delivering Governance, Controls & Compliance related activites. Additionally, experience in implementing / supporting complex business process operating model and associated oversight and controls best practices.

Strong oversight and control experience and desire to innovate, drive change and collaborate at all levels of seniority to mobilize necessary actions 
Strong influencing, facilitation, and collaborating skills. Ability to work across functions to influence decisions of key stakeholders
Good understanding of adjacent functions and the wider Group including the Group’s governance structures
Excellent organizational and time management skills; ability to work under pressure will be critical
Good numerical, analytical, excel and PowerPoint skills
Strong stakeholder management skills with the ability to prioritise tasks and manage conflicting deadlines 
Strong ability to learn and digest complex concepts and communicate in a concise manner, and having a pragmatic approach to problem solving with reasoned recommendations. 
Ability to prioritise workload and work with a wider stakeholders effectively to deliver projects on a timely manner
