Operational Governance Manager



Location: Knutsford, Hybrid Working

Length: 6 Month Initial Contract - Potential to be extended

PAYE only 



Overall purpose of the role

The key purpose of this role is to support the Operational Governance Team in driving forward control and process remediation across CRES.  This role will be administering the department’s Operational Risk and Control (ORAC) risk issue and risk event data entries and following up with stakeholders across the department to ensure remediation activity is undertaken in a timely and effective manner.


The candidate will join the Operational Governance team whose purpose and main objectives of the team are to ensure that: Operational Governance and process across CRES is strong; A sound control environment is maintained across the function and where appropriate within the extended supply chain; The function maintains a robust approach to control delivery and remediation activity. A comprehensive, complete and mature set of processes is established and operating across all service lines within the function.


Key Accountabilities: 

  • Understanding the CRES & Location Strategy services and operations, the underlying risks that the function is impacted by and the associated control environment to help mitigate these

  • Testing operational processes operated by the function (including its suppliers) and assessing the effectiveness of process design and operation.

  • Supporting the enhancement of the control environment by identifying process weaknesses and improvements, whilst offering recommendations for the business to design solutions and implement if/as relevant 

  • Helping embed the Enterprise Risk Management Framework (ERMF) and appropriate Operational Risk Standards requirements. This will require coordination across senior stakeholders, First, Second, and Third lines of defence, as well as Risk and Control owners Coordinate the CRES & LS risk issue and risk event profile.

  • Maintain risk issue and risk event data current and in line with remediation action plan target dates.

  • Support stakeholders throughout CRES & LS in understanding their risk responsibilities and fostering a risk positive culture.

  • Identify and understand root cause.

  • Remediation Assurance – undertake first line assurance to validate remediation.

  • Controls assurance and testing – provide structured/robust assurance to senior stakeholders on internal and external (suppliers) processes and procedures by way of ‘mini audit’ or thematic reviews.

  • Document and present issues and process execution weaknesses with clarity and pragmatism, while also applying a level of professional scepticism, scrutiny and challenge

  • Prepare, socialise and discuss Assurance reports with stakeholders

  • Gain an understanding of operating procedures across all delivery pillars and identify connected remediation needs (read across activity) throughout the function. 

  • Conduct reviews of key CRES activities and support teams to develop clearly mapped processes and establish an approach for assurance.

  • Develop and maintain strong relationships with process/service owners and other stakeholders, and support them in understanding risk issues, risk events and the results of our testing and potential recommendations.

  • Proactively engage with stakeholders to identify emerging risk issues and to enhance CRES Governance and adherence to the Barclays Enterprise Risk Management Framework (ERMF



Key Skills: 

  • Risk and control experience in Financial, Risk Management, Facilities Management or Corporate Real Estate sectors. 

  • Controls assurance/testing experience 

  • Process review and mapping

  • Process Assurance

  • Comprehensive written and spoken communication skills

  • Excellent PowerPoint and Excel skills

  • Strong analytical skills

  • Developing risk management information

  • Working with risk management systems, such as ORAC

  • Root cause analysis

  • Producing quality reports and delivering projects to strict non-negotiable deadlines.

  • Strong team player and hardworking; driven with passion to deliver assigned tasks within timeline

  • Ability to work independently and as part of a global team
