Barclays Bank PLC  are currently recruiting for 2 x Data Governance Managers to join the Public Policy and Corporate Responsibility (PPCR) Team. This role offers Hybrid working and is 2 days per week in the office in East London and 3 days remote working. The contract is for 3 Months.

The successful Data Governance Managers will be joining a team of 3 employees, but will be liaising with a much wider team of Senior Stakeholders. The Data Governance Managers will be working on a project to define if a certain area of the business is a Data Domain. This will involve meeting with Senior Stakeholders, mapping out Data and presenting the results. To qualify for this role you must have worked in a senior Data Analyst position, have excellent communication skills to work with Senior Stakeholders, have worked with complex Data and have presented findings into a senior team.

Public Policy and Corporate Responsibility advises senior management on reputation issues, drives proactive reputation- building programmes and manages communications with stakeholders including the media, government, regulators, Non-Governmental Organisations (NGOs), communities and colleagues. Broken down it is made up of the following constituent services -

6. Sustainability and ESG

The Business Management team supports PPCR through activities spanning business planning and reporting, workforce planning, agency management, compliance, governance and control as well as project and programme management.

The overall purpose of the Data Governance roles:

 The purpose of this role is to conduct a data governance assessment exercise examining how PPCR consumes and generates data as part of their operational activity that may subsequently be deemed critical to warrant management under the banks data governance framework which may include the establishment of a data domain. 


Responsibilities of The Data Governance Managers:

  • Using BX Chief Data Office defined approach, templates and assessment criteria, undertake a

  • wider and deeper review of the Enterprise Taxonomy Processes where the function forms part of the chain of contributors, not just those that they own.

  • Expand the definition of “Report” within PPCR to ensure all output being generated as per the

  • GDMS definition of report is considered Unrestricted

  •  Undertake a front to back review of the processes generating PPCR output and identify critical data being consumed, processed and generated (calculated/aggregated/selected).

  • Conduct a lineage interlock with data providers across the firm and ensure controls or limitations on consumed data can be evidenced by PPCR.

  •  Revisit the criticality of outputs being generated from high volumes of ingested critical data (HR /Email / Compliance / Legal / Financial) which is harnessed to produce reports, statements, approvals, records, approvals and advisory reports.      

  • Review relevant records captured on records inventory and assess for critical data. 

  • Capture a more robust set of documentation supporting the data strategy within PPCR, this will ensure that the function has clearly captured key data vulnerabilities (controls, sourcing, technology) and can provide a response regarding data risk.

  • Engage with SMEs across PPCR and the wider business to complete the data mapping and criticality assessment of key business processes in line with the Barclays data management frameworks and principles.

  • Given the broad context of Business Management, the role holder should be a proactive, confident communicator driven with a desire to forge long lasting relationships with stakeholders at all levels, including communicating with diplomacy while driving function-wide change, dealing with challenges from colleagues at all levels who may be resistant or who raise issues.

  • The role holder should be an advocate for strong governance, leading by example and influencing others across PP&CR in ensuring all activities are conducted in full compliance with function and organisation wide policies.

Experience/ Skills required for the Data Governance Managers:

  • The role holder should have strong analytical skills in collecting, processing, interpreting and reporting on complex data and technical information. This will include establishing reporting methodologies, defining baselines, gathering and processing both quantitative and qualitative data to form a summary which is accurate and informative.

  • Risk and Control Objective -Take ownership for managing risk and strengthening controls in relation to the work you do

  • Track record of successful complex data analysis projects

  • Strong understanding of Data Management concepts and relevant experience in data governance and architecture 

  • Strong inter-personal skills, which can flex to a diverse range of stakeholders.

  • Knowledge of methodologies for project management

  • Proficient with MS Office, particularly Excel and PowerPoint.

  • Essential Skills/Basic Qualifications:

  • Experience in successfully promoting technology and or process change and continuous improvement

  • Effective leader with the ability to influence, inspire and motivate

  • Proven ability to challenge processes and look for improvement

  • Degree qualification (optional)

  • A project management or IT related qualification (desirable)
