Role: Change Delivery Lead – Sanctions Control Environment

Location: London and Glasgow

Contract duration: 6 Months PAYE only

Role Overview

We are seeking an experienced Change Delivery Lead for a major Sanctions Control Environment project within a broader Integrated Financial Crime Change Programme at a large financial institution.

The role owns end-to-end planning and implementation for a comprehensive examination of the sanctions control environment, translating regulatory expectations and market practice into prioritised remediation and sustainable control improvements.

This senior role operates across businesses, functions and jurisdictions, partnering closely with Financial Crime Compliance, First Line control owners, Operations, Technology, Data and Change.

The successful candidate will combine strong delivery capability with substantive financial crime controls knowledge, bringing structure to complex analysis and mobilising the organisation around defined outcomes.

Key Responsibilities

Lead the Sanctions Control Environment project from examination and problem definition through implementation and sustainable closure.

Core accountabilities:

  • Plan and deliver a comprehensive examination of the sanctions control environment against FCA Systems & Controls expectations and relevant market practice.

  • Translate findings into clear control assessments, prioritised remediation, delivery plans, milestones, ownership and governance.

  • Coordinate policy, process, control, data, technology and operational activity across businesses and functions.

  • Partner with control owners and subject-matter experts to design and implement proportionate, sustainable improvements.

  • Maintain end-to-end traceability from regulatory expectation and identified gap through remediation, testing and closure evidence.

  • Manage risks, issues, dependencies and decisions; resolve blockers and escalate promptly.

  • Ensure implementation readiness, effective governance and robust evidence of sustainable control enhancement.

  • Provide concise senior reporting and build strong cross-functional relationships.


Candidate Profile

A senior change leader combining financial crime controls expertise with strong delivery discipline.

Essential Experience

  • Significant leadership of complex change, transformation, remediation or control enhancement in a large financial institution.

  • Strong practical knowledge of financial crime and sanctions control environments.

  • Experience of control environment examinations, control assessments and translating findings into executable remediation.

  • Delivery across multiple businesses, functions and senior stakeholders, including First and Second Lines of Defence.

  • Ability to turn ambiguity into defined deliverables, accountable ownership and credible plans.

  • Strong governance, stakeholder, risk, issue and dependency management.


Highly Desirable

Experience in one or more of the following:

  • Sanctions or wider financial crime systems and controls reviews.

  • Regulatory expectation and market-practice benchmarking.

  • Control design, operating effectiveness assessment and remediation.

  • Regulatory or internal audit remediation and sustainable closure.

The role suits someone equally comfortable discussing sanctions controls with specialists and giving concise delivery assessments to senior executives.

This is an ownership role—not programme administration. The successful candidate will create structure around a complex control examination and drive agreed improvements through to resolution.
